中國和東盟國家對7000余種產品降低關稅，使貿易各方享受到進口關稅減讓的優惠，廣西的進出口貨物流量將會明顯增加。為了配合降低關稅后的快速通關，廣西出入境檢驗檢疫局除原已采取的電子報檢、電子轉單、電子簽證等快速通關措施外，下半年將進行電子監管和出口貨物快速核放系統的試點工作。

為防范出入境商品、貨物攜帶疫病疫情傳入傳出，做到安全、衛生和環保，廣西出入境檢驗檢疫局將依照國家法律法規，進行有效的檢驗監管，同時為使相關企業和部門做好進出口業務，廣西出入境檢驗檢疫局將按照有關程序，做好原產地證書及我國實行進口許可制度有關工作的實施。

一是加大對中國―東盟自由貿易區優惠原產地證書以及有關進出口檢驗檢疫業務的宣傳工作。為使我國出口到東盟有關國家的“早期收獲”方案項下的產品享受東盟給予的關稅優惠待遇，自2004年1月1日起，廣西檢驗檢疫局開始簽發中國―東盟自由貿易區優惠原產地證書。今年7月20日，中國和東盟國家對7000余種產品降低關稅，廣西檢驗檢疫局將通過各種渠道，向進出口企業宣傳中國―東盟自由貿易區優惠原產地證書的作用、動植物檢疫審批的規定、預包裝食品及化妝品標簽審核的規定、“3C”產品強制性安全認證制度以及辦理程序等，讓企業熟悉掌握進口關稅減讓的優惠政策以及檢驗檢疫措施。

二是及時通知有關外貿部門及進出口企業做好相關工作。要求申請《中國―東盟自由貿易區優惠原產地證書》的單位，預先在當地檢驗檢疫機構辦理注冊登記手續。需申請簽證時，要準備好應提交的《原產地證明書申請書》、商業發票副本、提單以及必要的其他證件。

三是改革監管模式，提高工作效率。為了實現快速通關，廣西出入境檢驗檢疫局采用簡便的申請單位注冊備案方式，只要申請單位提供必要的證明文件，注冊工作當場就可以完成。同時，實行24小時值班制度，保證出口單位送來的產地證隨到隨簽，并及時在規定時限內辦理動植物檢疫初審、預包裝食品及化妝品標簽審核以及“3C”強制性產品安全認證的相關工作。

China and ASEAN countries lowered tariffs on over 7,000 commodities, and all trading partners enjoy preferential import tariff reductions． Foreign trade volume in Guangxi will definitely witness a huge increase． Besides existing measures to quicken clearance, such as electronic registration and inspection, electronic bill forwarding and electronic visa issuing, Guangxi Inspection and Quarantine Bureau will give a try－out to electronic supervision system and quick examination and delivery system for export goods later this year．

Under the guidance of the State laws and regulations, Guangxi Inspection and Quarantine Bureau carried out effective inspection, supervision and management, aiming to prevent the influx and outflow of commodities with pestilence, ensure smooth industrial and agricultural production and public health and promote economic development． To further develop foreign trade, Guangxi Inspection and Quarantine Bureau, abiding by relevant regulations, will do a good job of implementing the certificate of origin and import license system of China．

Firstly, strengthening popularity of ″Forme″ or the certificate oforigin and businesses concerning inspection and quarantine． From Jan． 1st, 2004, in order to ensure commodities exported from China to ASEAN countries covered by the Early Harvest Programme to enjoy preferential tariff treatment, Guangxi Inspection and Quarantine Bureau has begun to grant ″Forme″ or the certificate of origin． On July． 20th, 2005, China and ASEAN countries jointly lowered tariffs on over 7,000 commodities． Through various channels, Guangxi Inspection and Quarantine Bureau will introduce the role of ″Forme″, approval standard of animal, plant inspection and quarantine, stipulations of examining and confirming label of prepackaged food and cosmetics, mandatory authorization system of product safety and processing procedures, etc to foreign trade companies, helping them familiarize with preferential policies of import tariff reduction and measures for inspection and quarantine．

Secondly, giving time－honored notice to foreign trade units and companies to arrange relevant affairs． For those applying for ″Forme″ or the certificate of origin should get registered in local inspection and quarantine bodies in advance． Whenever applying for visa, they should submit application letter for the certificate of origin, copy of commercial invoice, bill of lading and other required documents．
